It could soon be a lot harder for people convicted of animal abuse to adopt animals.
Representative Harvey Santana (D-Detroit) and Representative Paul Muxlow (R-Sanilac County) have introduced legislation that would create an animal abuse registry, similar to the state's sex offender registry.
The bills would make it mandatory for animal shelters to ask for identification and make sure the potential adopter isn't on the abuse registry. Private citizens would also be able to access the registry for their own personal use.
The Animal League Defense Fund, a national non-profit organization, has agreed to pay for the start-up costs of the registry. It would be run by the Wayne County Prosecutor's Office Animal Control Division.
People convicted on animal abuse who end up on the registry would have to pay an annual fee of $100. People on the sex offender registry also pay a fee to keep the site running.
