ACTION ALERT: Markup of a Discussion Draft of H.R. ____, the Affordable Housing and Self-Sufficiency Improvement Act of 2012

Folks may remember this bill: Affordable Housing and Self-‐Sufficiency Improvement Act - Housing Reform Bill (AHSSIA) this is the bill that is being pushed through Congress without allowing the Public input. A bill about Section 8 Housing, which every RSO may need one day!

This bill will come before the full committee on Wednesday, April 18, 2012 10:00 AM in 2128 Rayburn HOB

RSOs and their family members NEED to be GREATLY concerned about this bill because of a provision in it affecting them:

SEC. 108. SCREENING OF APPLICANTS.
(c) REMOVAL OF SEX OFFENDERS.—Section 578 of the Quality Housing and Work Responsibility Act of 1998 (42 U.S.C. 13663) is amended by striking subsection (a) and inserting the following new subsection:
a) IN GENERAL.—Notwithstanding any other provision of law, an owner of federally assisted housing—
(1) shall prohibit admission to such housing for any household that includes an individual who is subject to a lifetime registration requirement under a State sex offender registration program; and

(2) shall terminate assistance to, and any lease or right to occupancy of such housing by, any household that includes any individual who is subject to a lifetime registration requirement under a State sex offender registration program.
This bill will affect any RSO and their family, that is currently living there legally. Many RSOs have been approved in the past who were not "LifeTime Registrants" and since the coming of AWA/SORNA and its effects on state laws, many registrants are now required to register for a "LifeTime" when they were not before that terrible law. As you can see above, if in the future you need Section 8 Housing, this bill will prevent you from getting in to such housing.

It is important that everyone try to STOP this bill. So, please call your lawmakers in Washington DC and ask them to vote NO when it comes before them.

Even without the RSO provision folks across the nation are screaming about this bill. see "Calls are needed to your member's office to protect low income people!" This is NOT a bill that needs to be made law.

Affordable Housing and Self-‐Sufficiency Improvement Act - Housing Reform Bill (AHSSIA)

Those that follow this blog may remember we first advised you about this hidden bill HERE. It appears it is still moving forward without the general public knowing about the bill (it is not posted to the Thomas website).
4-12-2012 National:

This Bill Urges Congress to:
• Support a housing reform bill that improves HUD-assisted housing programs for residents, as well as for housing authorities, landlords, and owners.

• Oppose provisions to impose mandatory minimum rent increases.

• Support improvements to the current minimum rent hardship exemption provisions, which are woefully inadequate.

• Support expansion of Moving to Work only if the expansion comes with strong income targeting, affordability, resident protections, and evaluation components, among other parameters.

The Affordable Housing and Self-Sufficiency Improvement Act of 2012 (AHSSIA), which has yet to be formally introduced and does not yet have a bill number, will be considered by the House Committee on Financial Services in March or April, 2012. ..Source.. by National Low Income Housing Coalition
