A 37-year-old sex offender has been cited 20 times and fined nearly $7,000 for living in Sheboygan in violation of the city’s sex offender residency ordinance.
___, of 1309-A Jefferson Ave., lived in the city from Aug. 28 to Sept. 16 without getting proper approvals from the city, according to a complaint issued by the City Attorney’s Office. He received a citation for each day in violation of the ordinance and made a final court appearance earlier this month.
An ordinance took effect in October 2008 that prohibits registered sex offenders from moving to a home within 2,000 feet of any school, licensed day-care center, place of worship, park, trail or playground, or any other location designated by the city, effectively making the whole city off limits. Sex offenders can get an exception by pleading their case before a city committee, but ____ did not do so.
___ was convicted of felony second-degree sexual assault in 1994 and sentenced to a year in jail. Police said he had sex with a girl under the age of 16 when he was 21.
