There are more than 11,000 sex offenders in Massachusetts who aren't incarcerated, according to the state's Sex Offender Registry Board.
The board classifies offenders by level according to risk of re-offense and degree of danger posed to the public. Level 3 indicates the highest risk of re-offense, and information about those offenders is available to the public online.
In all, there are:

- 2,727 Level 1 offenders.
- 5,959 Level 2 offenders.
- 2,311 Level 3 offenders.
- 164 offenders not yet classified.
