Tom Evenstad moved into his friend’s West St. Paul home on Aug. 21. Three days later, a West St. Paul police investigator called the landlord and said Evenstad had to go.
The city cited Evenstad’s first-degree criminal sexual conduct conviction in 1999 as the reason he could not live in the home, a 1½-story duplex on a corner lot near Dodd Road.
Under an ordinance passed in December 2016, Evenstad and other convicted sex offenders are barred from living within 1,200 feet of schools, licensed child-care facilities or state-licensed group homes. ..Continued..

Here's why sexual assaults are less of a problem in Canada
MONTREAL — As reports of celebrity sexual assaults escalate in the United States, Americans might want to look to its northern neighbor for clues as to why it's less of a problem in Canada.
The rate of reported sexual assaults and rapes in Canada is roughly half that in the U.S. There were 431,840 such reports in the U.S. in 2015, according to a Justice Department survey. By contrast, Statistics Canada showed 22,000 assaults reported to police that year in a country with one-tenth the population of the U.S.
University of Victoria sociology professor Cecilia Benoit said a lower number of sexual assaults in Canada fit into a larger trend of fewer violent crimes in general.
“It’s partly cultural and partly the way the rules and regulations and social policy work in Canada," she said. "The social net is a little bit tighter in Canada. Guns laws are very different, community cohesion is stronger with less individualism. “We’ve seen that before when we do comparisons on murder rates and those kinds of things.” ..Continued..
Sex offenders settle lawsuit over living in 'school zones'
11-14-17 Michigan:
GRAND RAPIDS, MI - Three Grand Rapids men on Michigan's Sex Offender Registry have settled a federal lawsuit against the state over housing requirements that restrict where they can live.
They had been told they could not live in homes that were within 1,000 feet of a school zone.
Attorney Sarah Riley Howard challenged the school-zone law as vague, and said it is confusing. The settlement comes after the U.S. Supreme Court refused to hear a similar Michigan case.
One of her clients, she said, was told by Grand Rapids Police Department that he and his wife could buy a house only to be told later it fell within a school zone. ..Continued..

I’ve made people’s stories my life’s work. I’m a person who talks to people sitting next to me on airplanes. I engage people at grocery stores, and even while sitting in those flimsy robes in the hospital, waiting for a mammogram. I generally like people. And I constantly “interview” them, even when I’m not working. I consider myself open-minded. I’d rather ask questions than answer. I try not to judge.
